The Duval County Emergency Operations Center will remain fully operational on October 10.

ATTENTION CITY EMPLOYEES:
City of Jacksonville offices will be returning to normal operations next week. All city employees should report to work on Monday October 14th. City Employees may also call 630-CITY (2489) and press Option 5 for a recorded message on the current status of returning to work.
Shelter Information

The following shelters will remain open until 8 a.m. on October 11.

  • Atlantic Coast High School - (9735 R. G. Skinner Parkway) open for special medical needs, pet-friendly. ASL interpreter on-site.
  • Chaffee Trail Elementary - (11400 Sam Caruso Way) open for general population.
  • The Legends Center - (5130 Soutel Dr.), open for general population and special medical needs, and pet-friendly. ASL interpreter on-site.
  • Landmark Middle - (101 Kernan Blvd), open for general population, pet-friendly.
  • LaVilla School of the Arts - (501 N. Davis St.), open for general population
  • Arlington Middle School – (8141 Lone Star Rd.), open for general population

Have evacuations been ordered? 
Currently there are no mandatory evacuations for Duval County.
 
Is the Emergency Operations Center (EOC) activated? 
The EOC remains fully activated October 10.
 
What does a State of Emergency mean? 
A State of Emergency Declaration allows the City to more easily allocate dollars and resources to best protect lives and property.
 
Are schools closed?
  • Duval County Public Schools (DCPS) remain closed through Friday, October 11, 2024, and return to regular operations on Monday, October 14. Monday was already scheduled to be a planning day for teachers, so they will be there, but students will remain at home
  • Florida State College of Jacksonville (FSCJ) all classes and activities at all FSCJ campuses and centers are canceled from Wednesday, October 9 through Friday, October 11. This includes online classes and administrative offices. All College events and activities during this period have been canceled.
  • University of North Florida (UNF): All classes are cancelled on Wednesday, October 9, 2024. Fall break starts Thursday, October 10, 2024.
  • Edward Waters University (EWU): All classes were cancelled as of 5:00 p.m. Tuesday, October 8, 2024, and will remain closed through Thursday, October 10, 2024.
  • Jacksonville University (JU): All classes are cancelled on Wednesday October 9, 2024, through Thursday October 10, 2024. Classes will be held virtually on Friday, October 11, 2024.
Will government offices and facilities close?
City of Jacksonville government offices and facilities are closed on October 9, 10 and 11. They will reopen on October 14.
  • Jacksonville Beach, Neptune Beach, Atlantic Beach: Offices are closed and will reopen on Friday, October 11, except for in Neptune Beach.
  • Baldwin: Offices are closed Thursday, October 10.
  • 630-CITY (2489) will remain open until 5pm on October 10 and return to normal hours on Friday, October 11
  • Community/Senior Centers: All senior centers and community centers remain closed through Friday, October 11 and will reopen on Monday, October 14
  • Parks: Huguenot Memorial Park and Kathryn Abbey Hanna Park are currently closed, and Parks is assessing when they can reopen
  • Beaches:
    • Dangerous Ocean Conditions: Duval County’s beaches currently have a red flag advisory due to strong rip currents and rough surf. Anyone entering the ocean during these conditions is taking an extreme risk to their safety. Please stay out of the water until conditions improve. Lifeguards are not on duty
    • The Jax Beach Pier will reopen on October 11
  • Duval County Courthouse: Offices remain closed, through Friday, October 11, 2024. And reopen on Monday, October 14
  • Duval County Clerk of Courts: Offices remain closed, through Friday, October 11, 2024. And reopen on Monday, October 14
  • State Attorney’s Office: Offices remain closed through October 11, with the exception of First Appearance Courts.
  • Public Defender’s Office: Offices remain closed through October 11, with the exception of First Appearance Courts.
  • Duval Tax Collector’s Office: Offices remain closed through Friday, October 11, 2024. And reopen on Monday, October 14
  • Supervisor of Elections: Offices remain closed through Friday, October 11, 2024. And reopen on Monday, October 14
  • Duval County Property Appraiser: Offices remain closed through Friday, October 11, 2024. And reopen on Monday, October 14
  • Libraries: All COJ Public Libraries remain closed, through Friday, October 11, 2024

People with special medical needs should contact 630-CITY for more information. Please note, a caregiver should accompany citizens with special medical needs.

This is a new, free service, available 24/7, that provides on-demand visits with board-certified doctors through a video call, and then connects patients with free local clinics and other existing community resources. Healthlink Jax is free and available to all Duval County residents who do not have health insurance by simply calling 904-925-CARE (2273).
 
Will JTA continue offering services?
  • The JTA bus routes reopened normal bus service at 9am on Thursday, October 10, 2024
  • The St. Johns River Ferry, Skyway, and Clay County Flex Magenta line are closed today and will reopen tomorrow, October 11
  • The JTA has suspended transportation to the six shelters at the time of this report. However, transportation can be obtained upon request.
    • Note: citizens can still take the special shuttle to the Legends Center throughout today. Pick up is every 15-30 minutes at Moncrief Road and Ken Knight Drive.
  • The JTA will now offer rides home for those who took shelter at one of our six (6) city shelters.
  • Greyhound has suspended all bus operations across Florida beginning 6 p.m. on Tuesday, October 8, 2024. To be determined when operations will resume.
  • JTA routes on detour due to flooding as of October 10:
    • Route 19: Market St between 1st St and Orange St.
What do I do if I encounter standing water on the road?
  • Please do not attempt to drive through it. Turn Around, Don't Drown.
Is the Airport closed?
The airport is open, but passengers are strongly encouraged to check with their respective airlines to verify schedules before coming to the airport.
 
Is JAXPORT closed?  
JAXPORT remains closed today, Thursday, October 10. The port plans to reopen the Main Gates Friday morning, October 11, as soon as post-storm facility assessments are complete.
 
Cruise passengers: The return of the Carnival Elation voyage that departed JAXPORT on October 5 has been delayed. Guests scheduled to depart JAXPORT on October 10 can sign up for text alerts from Carnival by texting CCL1 to CRUISE (278473). Updates from Carnival are available here.

Will garbage and recycling collection remain on schedule? 
  • Thursday collection for Garbage and Recycling will be rescheduled to Saturday, October 12.
  • Friday collection for Garbage and Recycling is anticipated to occur as normally scheduled.
  • Yard Waste and Debris collections will resume in an ongoing manner on Friday, October 11, until all debris is removed from Helene and Milton.
What types of debris will be picked up by Solid Waste? 
After the storm passes, all standard solid waste collection rules apply, with a 5 cubic yard waste limit. Any changes or exceptions to these rules as result of the storm will be communicated via local media channels, social media, the City website (www.jacksonville.gov) and the JaxReady mobile app. As yard waste pick up resumes, please be mindful it will take 2-3 cycles to pick up all the debris.
 
Citizen participation and support are needed for maximum efficiency of post-storm pick-up and recovery efforts. Please follow the Three Cs for Storm Debris:
  • COLLECT: Gather storm debris such as tree limbs, trunks, palm fronds, and bulky branches from yard. Private contractors hired by property owners for tree trimming/removal services must haul debris away, as required by City ordinance. Smaller debris, such as leaves, twigs, and pine needles, should be bagged or containerized and meet the five cubic yard limit.
  • COMPILE: Separate containerized yard waste, loose storm debris, and any construction/demolition debris (plywood, roof shingles, sheetrock, etc.). Bulk waste should follow existing size requirements and is picked up according to existing household bulky waste schedules.
  • CURB: Bagged/containerized yard waste that meets the five cubic yard limit requirement is picked up weekly as usual. Debris should be separated by type and placed at least three feet away from obstructions such as vehicles, mailboxes, fire hydrants and utilities.
Who do I call if my lights are out? 
JEA crews were able to work through the night restoring power to customers and maintaining water services.  Due to rain and wind from Milton, we expect outages will continue. Crews will continue until power is restored for all customers.

What do I do if I come across downed power lines or downed trees?
Report to 630-CITY and avoid all contact with power lines. If you suspect a safety issue or live wire i.e. a downed power line that is on fire or sparking, please call 9-1-1 instead.
 
What should citizens do if they approach a malfunctioning or out-of-service traffic light? 
Drivers should treat malfunctioning or out-of-service traffic lights as 4-way stops and report them to 630-CITY.
 
Who do I call with non-emergency concerns?
Citizens are encouraged to call 630-CITY (2489) with any non-emergency concerns, excluding power outages (which should be reported to JEA), including broken traffic lights, downed trees, questions about garbage collection, etc.
